Grover Cleveland's 1893 Inaugural Address

My Fellow-Citizens: 各位公民:

In obedience of the mandate of my countrymen I am about to dedicate myself to their service under the sanction of a solemn oath. 在同胞们的授权下,我即将在庄严的誓言约束下奉献自己为他们服务。

It can not be doubted that our stupendous achievements as a people and our country's robust strength have given rise to heedlessness of those laws governing our national health which we can no more evade than human life can escape the laws of God and nature. 毫无疑问,我们作为一个民族所取得的巨大成就和我们国家的强大力量,已经使人们忽视了那些支配我们国家健康的法则——我们无法逃避这些法则,正如人类生命无法逃避上帝和自然的法则。

Its exposure to degradation should at once arouse to activity the most enlightened statesmanship, and the danger of depreciation in the purchasing power of the wages paid to toil should furnish the strongest incentive to prompt and conservative precaution. 货币面临贬值的危险,应当立即唤起最开明的政治家采取行动;而劳动者工资购买力下降的危险,应当为及时和保守的预防措施提供最强有力的激励。

In dealing with our present embarrassing situation as related to this subject we will be wise if we temper our confidence and faith in our national strength and resources with the frank concession that even these will not permit us to defy with impunity the inexorable laws of finance and trade. 在处理与货币问题相关的当前困境时,如果我们能坦率地承认,即使是我们的国家力量和资源也不允许我们肆意违抗金融和贸易的无情法则,并以此来调和我们对国家力量和资源的信心,我们将是明智的。

In the meantime, so far as the executive branch of the Government can intervene, none of the powers with which it is invested will be withheld when their exercise is deemed necessary to maintain our national credit or avert financial disaster. 与此同时,只要政府行政部门能够干预,当行使这些权力被认为是维护国家信用或避免金融灾难所必需时,我们将毫不犹豫地动用这些权力。

The verdict of our voters which condemned the injustice of maintaining protection for protection's sake enjoins upon the people's servants the duty of exposing and destroying the brood of kindred evils which are the unwholesome progeny of paternalism. 我们选民的裁决谴责了为保护而保护的不公正做法,这责成人民的公仆有责任揭露和摧毁那些作为父爱主义不健康产物的同类邪恶。

The lessons of paternalism ought to be unlearned and the better lesson taught that while the people should patriotically and cheerfully support their Government its functions do not include the support of the people. 父爱主义的教训应该被忘却,而更好的教训应该被教导:虽然人民应该爱国地、愉快地支持他们的政府,但政府的职能并不包括支持人民。

The acceptance of this principle leads to a refusal of bounties and subsidies, which burden the labor and thrift of a portion of our citizens to aid ill-advised or languishing enterprises in which they have no concern. 接受这一原则导致拒绝津贴和补贴——这些措施让一部分公民的劳动和节俭负担加重,去援助那些不明智或经营不善的企业,而这些企业与他们毫无关系。

Under our scheme of government the waste of public money is a crime against the citizen, and the contempt of our people for economy and frugality in their personal affairs deplorably saps the strength and sturdiness of our national character. 在我们的政府体制下,浪费公共资金是对公民的犯罪;而我们人民在个人事务中对节约和节俭的轻视,可悲地削弱了我们民族性格的力量和坚韧。

It is a plain dictate of honesty and good government that public expenditures should be limited by public necessity, and that this should be measured by the rules of strict economy. 诚实和善政的明确要求是,公共支出应受到公共需求的限制,而公共需求应以严格节约的规则来衡量。

And it is equally clear that frugality among the people is the best guaranty of a contented and strong support of free institutions. 同样清楚的是,人民的节俭是对自由制度满意和坚定支持的最好保证。

One mode of the misappropriation of public funds is avoided when appointments to office, instead of being the rewards of partisan activity, are awarded to those whose efficiency promises a fair return of work for the compensation paid to them. 当职位任命不再是党派活动的回报,而是授予那些效率有望为所支付的报酬提供公平工作回报的人时,公共资金的一种滥用方式就得到了避免。

The existence of immense aggregations of kindred enterprises and combinations of business interests formed for the purpose of limiting production and fixing prices is inconsistent with the fair field which ought to be open to every independent activity. 为限制生产和固定价格而形成的同类企业的庞大联合以及商业利益的组合,与应该向每一项独立活动开放的公平竞争环境是不一致的。

Legitimate strife in business should not be superseded by an enforced concession to the demands of combinations that have the power to destroy, nor should the people to be served lose the benefit of cheapness which usually results from wholesome competition. 商业中的正当竞争不应被对具有破坏性力量的联合要求的强制让步所取代,被服务的人民也不应失去通常来自健康竞争的廉价好处。

Loyalty to the principles upon which our Government rests positively demands that the equality before the law which it guarantees to every citizen should be justly and in good faith conceded in all parts of the land. 对我们政府所依据的原则的忠诚,坚决要求政府保证给每个公民的法律面前平等,应该在全国所有地区得到公正和真诚的承认。

The enjoyment of this right follows the badge of citizenship wherever found, and, unimpaired by race or color, it appeals for recognition to American manliness and fairness. 这种权利的享有跟随公民身份的标志无论到哪里,不受种族或肤色的损害,它呼吁美国的男子汉气概和公平感予以承认。

Our relations with the Indians located within our border impose upon us responsibilities we can not escape. 我们与境内印第安人的关系,使我们承担无法逃避的责任。

The people of the United States have decreed that on this day the control of their Government in its legislative and executive branches shall be given to a political party pledged in the most positive terms to the accomplishment of tariff reform. 美国人民已颁布法令,从今天起,政府的立法和行政部门的控制权将交给一个以最明确的条款承诺完成关税改革的政党。

They have thus determined in favor of a more just and equitable system of Federal taxation. 他们因此决定支持一种更加公正和平等的联邦税收制度。
