We stand to-day upon an eminence which overlooks a hundred years of national life--a century crowded with perils, but crowned with the triumphs of liberty and law. Before continuing the onward march let us pause on this height for a moment to strengthen our faith and renew our hope by a glance at the pathway along which our people have traveled. 今天,我们站在一处俯瞰百年国家生活的高地上。这一百年危机重重,却最终因自由与法律的胜利而加冕。在继续向前迈进之前,让我们暂且驻足于此,回望人民一路走来的历程,从而坚定信念,重燃希望。
It is now three days more than a hundred years since the adoption of the first written constitution of the United States--the Articles of Confederation and Perpetual Union. The new Republic was then beset with danger on every hand. It had not conquered a place in the family of nations. Under this Constitution the boundaries of freedom have been enlarged, the foundations of order and peace have been strengthened, and the growth of our people in all the better elements of national life has indicated the wisdom of the founders and given new hope to their descendants. Under this Constitution twenty-five States have been added to the Union, with constitutions and laws, framed and enforced by their own citizens, to secure the manifold blessings of local self-government. 在这部宪法之下,已有二十五个州加入联邦;这些州由本州公民制定并执行各自的宪法和法律,从而享有地方自治带来的多方面福祉。

The supreme trial of the Constitution came at last under the tremendous pressure of civil war. Even from this brief review it is manifest that the nation is resolutely facing to the front, resolved to employ its best energies in developing the great possibilities of the future. The supremacy of the nation and its laws should be no longer a subject of debate. That discussion, which for half a century threatened the existence of the Union, was closed at last in the high court of war by a decree from which there is no appeal--that the Constitution and the laws made in pursuance thereof are and shall continue to be the supreme law of the land, binding alike upon the States and the people. 国家及其法律的最高权威不应再成为争论对象。那场曾在半个世纪里威胁联邦存亡的争论,最终由战争这一最高法庭作出不容上诉的裁决:宪法以及依据宪法制定的法律,现在是、今后也将继续是全国最高法律,对各州和全体人民具有同等约束力。

The elevation of the negro race from slavery to the full rights of citizenship is the most important political change we have known since the adoption of the Constitution of 1787. No thoughtful man can fail to appreciate its beneficent effect upon our institutions and people. It has freed us from the perpetual danger of war and dissolution. It has liberated the master as well as the slave from a relation which wronged and enfeebled both. It has surrendered to their own guardianship the manhood of more than 5,000,000 people, and has opened to each one of them a career of freedom and usefulness. It has given new inspiration to the power of self-help in both races by making labor more honorable to the one and more necessary to the other. No doubt this great change has caused serious disturbance to our Southern communities. This is to be deplored, though it was perhaps unavoidable. But those who resisted the change should remember that under our institutions there was no middle ground for the negro race between slavery and equal citizenship. There can be no permanent disfranchised peasantry in the United States. 毫无疑问,这场巨变给南方社会造成了严重动荡。虽然这种动荡或许难以避免,却仍令人遗憾。但反对变革的人应当记住,在我国制度之下,黑人在奴隶身份与平等公民身份之间不存在任何中间地带。美国绝不能长期存在一个被剥夺选举权的农民阶层。
Freedom can never yield its fullness of blessings so long as the law or its administration places the smallest obstacle in the pathway of any virtuous citizen. 只要法律或其执行仍在任何品行端正的公民前进道路上设置哪怕最小的障碍,自由就不可能带来全部福祉。
The emancipated race has already made remarkable progress. With unquestioning devotion to the Union, with a patience and gentleness not born of fear, they have "followed the light as God gave them to see the light." They are rapidly laying the material foundations of self-support, widening their circle of intelligence, and beginning to enjoy the blessings that gather around the homes of the industrious poor. So far as my authority can lawfully extend they shall enjoy the full and equal protection of the Constitution and the laws. 在我的合法权力所能达到的范围内,他们将获得宪法和法律充分而平等的保护。
The free enjoyment of equal suffrage is still in question, and a frank statement of the issue may aid its solution. It is alleged that in many communities negro citizens are practically denied the freedom of the ballot. In so far as the truth of this allegation is admitted, it is answered that in many places honest local government is impossible if the mass of uneducated negroes are allowed to vote. So far as the latter is true, it is the only palliation that can be offered for opposing the freedom of the ballot. Bad local government is certainly a great evil, which ought to be prevented; but to violate the freedom and sanctities of the suffrage is more than an evil. It is a crime which, if persisted in, will destroy the Government itself. It has been said that unsettled questions have no pity for the repose of nations. It should be said with the utmost emphasis that this question of the suffrage will never give repose or safety to the States or to the nation until each, within its own jurisdiction, makes and keeps the ballot free and pure by the strong sanctions of the law. 有人说,未解决的问题从不怜惜国家的安宁。我们更应以最强烈的语气指出:在各州和国家分别于自身管辖范围内,以法律的有力制裁确保选票自由而纯洁之前,选举权问题绝不会让它们获得安宁或安全。
But the danger which arises from ignorance in the voter can not be denied. It covers a field far wider than that of negro suffrage and the present condition of the race. It is a danger that lurks and hides in the sources and fountains of power in every state. We have no standard by which to measure the disaster that may be brought upon us by ignorance and vice in the citizens when joined to corruption and fraud in the suffrage. 然而,选民无知所带来的危险也不容否认。这个问题所涉及的范围远远超出黑人选举权和该种族当前的处境;它潜伏在每个州权力的源头和根基之中。当公民的无知与恶习同选举中的腐败和欺诈结合起来时,可能给我们造成多大灾难,根本没有尺度可以衡量。
The voters of the Union, who make and unmake constitutions, and upon whose will hang the destinies of our governments, can transmit their supreme authority to no successors save the coming generation of voters, who are the sole heirs of sovereign power. If that generation comes to its inheritance blinded by ignorance and corrupted by vice, the fall of the Republic will be certain and remediless. 联邦选民可以制定和废除宪法,各级政府的命运取决于他们的意志;但他们只能把最高权力传给下一代选民,因为下一代才是主权力量唯一的继承者。如果这一代人在无知蒙蔽、恶习腐蚀的状态下接受遗产,共和国的覆亡就将不可避免,也无法挽救。
The census has already sounded the alarm in the appalling figures which mark how dangerously high the tide of illiteracy has risen among our voters and their children. 人口普查已经用触目惊心的数字发出警报,显示文盲浪潮在选民及其子女中已上升到何等危险的高度。
To the South this question is of supreme importance. But the responsibility for the existence of slavery did not rest upon the South alone. The nation itself is responsible for the extension of the suffrage, and is under special obligations to aid in removing the illiteracy which it has added to the voting population. For the North and South alike there is but one remedy. 对南方而言,这个问题至关重要。但奴隶制存在的责任并不只在南方。国家本身应对选举权的扩大负责,也负有特殊义务,帮助消除因新增选民而进入投票群体的文盲现象。对南方和北方来说,解决办法只有一个。

In this beneficent work sections and races should be forgotten and partisanship should be unknown. Let our people find a new meaning in the divine oracle which declares that "a little child shall lead them," for our own little children will soon control the destinies of the Republic. 在这项造福社会的事业中,我们应忘记地域与种族,不让党派之争留下任何位置。愿人民从“将有一个小孩子引领他们”这句神圣启示中领悟新的含义,因为我们自己的孩子很快就将掌握共和国的命运。
My countrymen, we do not now differ in our judgment concerning the controversies of past generations, and fifty years hence our children will not be divided in their opinions concerning our controversies. They will surely bless their fathers and their fathers' God that the Union was preserved, that slavery was overthrown, and that both races were made equal before the law. We may hasten or we may retard, but we can not prevent, the final reconciliation. 同胞们,我们如今已不再因前几代人的争论而意见分裂;五十年后,我们的子女也不会再因我们这一代的争论彼此对立。他们必将感谢自己的先辈和先辈所信奉的上帝,感谢联邦得到保存、奴隶制遭到推翻、两个种族在法律面前实现平等。我们可以加快或延缓最终和解,却无法阻止它到来。
Is it not possible for us now to make a truce with time by anticipating and accepting its inevitable verdict? 我们能否预先看清并接受时间必然作出的裁决,从而现在就同时间达成休战?
Enterprises of the highest importance to our moral and material well-being unite us and offer ample employment of our best powers. Let all our people, leaving behind them the battlefields of dead issues, move forward and in their strength of liberty and the restored Union win the grander victories of peace. 对我们道德与物质福祉至关重要的各项事业把我们团结在一起,也为施展最大的能力提供了广阔天地。愿全体人民把已经失去现实意义的争端留在身后,继续向前,并凭借自由的力量和重建的联邦,赢得更加伟大的和平胜利。
The prosperity which now prevails is without parallel in our history. Fruitful seasons have done much to secure it, but they have not done all. The preservation of the public credit and the resumption of specie payments, so successfully attained by the Administration of my predecessors, have enabled our people to secure the blessings which the seasons brought. 当前的繁荣在我国历史上前所未有。丰收季节为此作出了重要贡献,但并非全部原因。历届前任政府成功维护公共信用、恢复硬币兑付,使人民得以充分获得丰收带来的福祉。
By the experience of commercial nations in all ages it has been found that gold and silver afford the only safe foundation for a monetary system. Confusion has recently been created by variations in the relative value of the two metals, but I confidently believe that arrangements can be made between the leading commercial nations which will secure the general use of both metals. 历代商业国家的经验表明,黄金和白银是货币制度唯一安全的基础。两种金属相对价值的变化近来造成了混乱,但我坚信,主要商业国家之间能够达成安排,保障两种金属得到普遍使用。
Congress should provide that the compulsory coinage of silver now required by law may not disturb our monetary system by driving either metal out of circulation. If possible, such an adjustment should be made that the purchasing power of every coined dollar will be exactly equal to its debt-paying power in all the markets of the world. 国会应作出规定,防止现行法律要求的强制铸造银币把任何一种金属排挤出流通领域,从而扰乱货币制度。如果可能,还应作出适当调整,使每一枚铸币在世界所有市场中的购买力与偿债能力完全相等。
The chief duty of the National Government in connection with the currency of the country is to coin money and declare its value. Grave doubts have been entertained whether Congress is authorized by the Constitution to make any form of paper money legal tender. 在国家货币事务方面,联邦政府的主要职责是铸造货币并宣布其价值。对于宪法是否授权国会把任何形式的纸币规定为法定货币,人们一直存在重大疑问。
The present issue of United States notes has been sustained by the necessities of war; but such paper should depend for its value and currency upon its convenience in use and its prompt redemption in coin at the will of the holder, and not upon its compulsory circulation. These notes are not money, but promises to pay money. If the holders demand it, the promise should be kept. 当前发行的美国纸币是战争需要的产物;但这种纸币的价值和流通,应依靠使用便利以及持有人提出要求时能迅速兑换成硬币,而不应依靠强制流通。这些纸币本身并不是货币,而是支付货币的承诺。持有人要求兑现时,国家就应履行承诺。
The refunding of the national debt at a lower rate of interest should be accomplished without compelling the withdrawal of the national-bank notes, and thus disturbing the business of the country. 应当以较低利率完成国债再融资,但不能因此强迫国家银行券退出流通,进而扰乱全国商业活动。
I venture to refer to the position I have occupied on financial questions during a long service in Congress, and to say that time and experience have strengthened the opinions I have so often expressed on these subjects. 我愿提及自己长期任职国会期间在金融问题上坚持的立场,并说明时间与经验进一步坚定了我曾多次表达的这些观点。
The finances of the Government shall suffer no detriment which it may be possible for my Administration to prevent. 凡本届政府有能力防止的损害,都绝不允许它危及国家财政。
The interests of agriculture deserve more attention from the Government than they have yet received. The farms of the United States afford homes and employment for more than one-half our people, and furnish much the largest part of all our exports. As the Government lights our coasts for the protection of mariners and the benefit of commerce, so it should give to the tillers of the soil the best lights of practical science and experience. 农业利益理应得到政府比以往更多的关注。美国农场为全国半数以上人口提供住所和工作,也贡献了我国出口商品中绝大部分。正如政府以灯塔照亮海岸,保护海员并促进商业一样,它也应当用实用科学与经验所能提供的最佳知识,为耕作者照亮前路。
Our manufacturers are rapidly making us industrially independent, and are opening to capital and labor new and profitable fields of employment. Their steady and healthy growth should still be matured. Our facilities for transportation should be promoted by the continued improvement of our harbors and great interior waterways and by the increase of our tonnage on the ocean. 制造业正在迅速推动我国实现工业独立,并为资本与劳动开辟新的、有利可图的就业领域。我们应继续促进它们稳定而健康地成熟发展。国家还应不断改善港口和大型内陆水道,增加远洋船舶吨位,从而提升运输能力。
The development of the world's commerce has led to an urgent demand for shortening the great sea voyage around Cape Horn by constructing ship canals or railways across the isthmus which unites the continents. Various plans to this end have been suggested and will need consideration, but none of them has been sufficiently matured to warrant the United States in extending pecuniary aid. 世界贸易的发展使人们迫切希望缩短绕行合恩角的漫长海上航程,为此可在连接两大洲的地峡上修建运河或铁路。人们已经提出多种方案,都需要认真研究;但目前没有任何方案成熟到足以使美国有理由提供财政援助。
The subject, however, is one which will immediately engage the attention of the Government with a view to a thorough protection to American interests. 不过,政府将立即关注这一问题,以确保美国利益得到充分保护。
We will urge no narrow policy nor seek peculiar or exclusive privileges in any commercial route; but, in the language of my predecessor, I believe it to be the right "and duty of the United States to assert and maintain such supervision and authority over any interoceanic canal across the isthmus that connects North and South America as will protect our national interest." 我们不会推行狭隘政策,也不谋求在任何商业通道上获得特殊或排他性特权。但是,借用前任总统的话,我认为美国有权利、也有责任“对跨越连接南北美洲地峡的任何跨洋运河,主张并维持足以保护我国国家利益的监督权与管辖权”。
The Constitution guarantees absolute religious freedom. Congress is prohibited from making any law respecting an establishment of religion or prohibiting the free exercise thereof. The Territories of the United States are subject to the direct legislative authority of Congress, and hence the General Government is responsible for any violation of the Constitution in any of them. 宪法保障绝对的宗教自由。国会不得制定确立国教或禁止宗教自由实践的法律。美国各领地直接受国会立法权管辖,因此,只要其中任何领地发生违反宪法的行为,联邦政府就负有责任。
It is therefore a reproach to the Government that in the most populous of the Territories the constitutional guaranty is not enjoyed by the people and the authority of Congress is set at naught. The Mormon Church not only offends the moral sense of manhood by sanctioning polygamy, but prevents the administration of justice through ordinary instrumentalities of law. 因此,在人口最多的领地,人民不能享受宪法保障,国会权威也遭到蔑视,这是政府的耻辱。摩门教会认可一夫多妻制,不仅冒犯人类的道德观念,还妨碍通过通常的法律机构执行司法。
In my judgment it is the duty of Congress, while respecting to the uttermost the conscientious convictions and religious scruples of every citizen, to prohibit within its jurisdiction all criminal practices, especially of that class which destroy the family relations and endanger social order. For the good of the service itself, for the protection of those who are intrusted with the appointing power against the waste of time and obstruction to the public business caused by the inordinate pressure for place, and for the protection of incumbents against intrigue and wrong, I shall at the proper time ask Congress to fix the tenure of the minor offices of the several Executive Departments and prescribe the grounds upon which removals shall be made during the terms for which incumbents have been appointed. 为了公共服务本身的利益,为了保护拥有任命权的人,使他们免受过度求职压力所造成的时间浪费与公务阻碍,也为了保护在职人员不受阴谋和不公侵害,我将在适当时候请求国会确定行政各部门基层职位的任期,并规定在任期内免除这些人员职务所必须依据的理由。

And now, fellow-citizens, I am about to assume the great trust which you have committed to my hands.
