The responsibilities of the high trust to which I have been called--always of grave importance--are augmented by the prevailing business conditions entailing idleness upon willing labor and loss to useful enterprises. The country is suffering from industrial disturbances from which speedy relief must be had. It should all be put upon an enduring basis, not subject to easy attack, nor its stability to doubt or dispute. Our currency should continue under the supervision of the Government. With adequate revenue secured, but not until then, we can enter upon such changes in our fiscal laws as will, while insuring safety and volume to our money, no longer impose upon the Government the necessity of maintaining so large a gold reserve, with its attendant and inevitable temptations to speculation. We must be both "sure we are right" and "make haste slowly." The question of international bimetallism will have early and earnest attention. It will be my constant endeavor to secure it by co-operation with the other great commercial powers of the world. The credit of the Government, the integrity of its currency, and the inviolability of its obligations must be preserved. This was the commanding verdict of the people, and it will not be unheeded. 政府的信用、货币的健全以及国家义务的不可侵犯,都必须得到维护。这是人民作出的明确裁决,我们绝不会置之不理。
Economy is demanded in every branch of the Government at all times, but especially in periods, like the present, of depression in business and distress among the people. The severest economy must be observed in all public expenditures, and extravagance stopped wherever it is found, and prevented wherever in the future it may be developed. Our revenues should always be large enough to meet with ease and promptness not only our current needs and the principal and interest of the public debt, but to make proper and liberal provision for that most deserving body of public creditors, the soldiers and sailors and the widows and orphans who are the pensioners of the United States. 国家财政收入必须始终充足,不仅要从容及时地满足日常需要,偿付公债本金和利息,还要为最值得照顾的公共债权人作出适当而宽厚的安排,也就是领取美国抚恤金的军人、水兵以及他们的遗孀和孤儿。
The Government should not be permitted to run behind or increase its debt in times like the present. Suitably to provide against this is the mandate of duty--the certain and easy remedy for most of our financial difficulties. A deficiency is inevitable so long as the expenditures of the Government exceed its receipts. It can only be met by loans or an increased revenue. 在当前这样的时期,绝不能允许政府入不敷出或增加债务。为防止这种局面作出妥善安排,是职责的要求,也是解决我国大部分财政困难最可靠、最简便的办法。只要政府支出超过收入,赤字就不可避免,而弥补赤字只能依靠借款或增加收入。
While a large annual surplus of revenue may invite waste and extravagance, inadequate revenue creates distrust and undermines public and private credit. Neither should be encouraged. Between more loans and more revenue there ought to be but one opinion. We should have more revenue, and that without delay, hindrance, or postponement. A surplus in the Treasury created by loans is not a permanent or safe reliance. 巨额年度财政盈余固然可能诱发浪费和奢侈,但收入不足同样会造成不信任,并损害公共和私人信用。这两种情形都不应受到鼓励。在增加借款与增加收入之间,我们不应存在分歧:必须增加收入,而且不能拖延、阻碍或搁置。靠借款形成的财政部盈余,并非长久或可靠的依靠。
It will suffice while it lasts, but it can not last long while the outlays of the Government are greater than its receipts, as has been the case during the past two years. Nor must it be forgotten that however much such loans may temporarily relieve the situation, the Government is still indebted for the amount of the surplus thus accrued, which it must ultimately pay, while its ability to pay is not strengthened, but weakened by a continued deficit. 这种盈余尚存时或许能够应付一时,但如果政府支出持续超过收入,正如过去两年那样,它就不可能维持多久。我们也不能忘记,无论借款能在多大程度上暂时缓解局势,政府仍然对由此形成的盈余负有等额债务,最终必须偿还;持续的赤字不会增强偿付能力,反而会削弱它。
Loans are imperative in great emergencies to preserve the Government or its credit, but a failure to supply needed revenue in time of peace for the maintenance of either has no justification. 在重大紧急关头,为维护政府或其信用,借款不可避免;但在和平时期,如果不能提供维持政府及其信用所需的收入,就没有任何正当理由可以辩解。
The best way for the Government to maintain its credit is to pay as it goes--not by resorting to loans, but by keeping out of debt--through an adequate income secured by a system of taxation, external or internal, or both. 政府维持信用的最佳方式,是量入为出,而不是诉诸借款;是通过关税、国内税或两者并用的税收制度取得充足收入,从而避免负债。
It is the settled policy of the Government, pursued from the beginning and practiced by all parties and Administrations, to raise the bulk of our revenue from taxes upon foreign productions entering the United States for sale and consumption, and avoiding, for the most part, every form of direct taxation, except in time of war. The country is clearly opposed to any needless additions to the subject of internal taxation, and is committed by its latest popular utterance to the system of tariff taxation. 政府自建国以来确立并由各党派、历届政府共同实行的政策,是通过对进入美国销售和消费的外国产品征税,筹集大部分财政收入,并且除战争时期外,尽可能避免各种直接税。全国显然反对不必要地扩大国内税收范围;人民最近的表态也明确支持关税制度。
There can be no misunderstanding, either, about the principle upon which this tariff taxation shall be levied. Nothing has ever been made plainer at a general election than that the controlling principle in the raising of revenue from duties on imports is zealous care for American interests and American labor. The people have declared that such legislation should be had as will give ample protection and encouragement to the industries and the development of our country. 对于征收关税所依据的原则,同样不应有任何误解。历次大选中,从未有哪一点像这次一样表达得如此清楚:通过进口税筹集收入时,首要原则是热忱维护美国利益和美国劳动者。人民已经表明,应当制定能够充分保护和鼓励本国产业与国家发展的法律。
It is, therefore, earnestly hoped and expected that Congress will, at the earliest practicable moment, enact revenue legislation that shall be fair, reasonable, conservative, and just, and which, while supplying sufficient revenue for public purposes, will still be signally beneficial and helpful to every section and every enterprise of the people. 因此,我们诚挚希望并期待国会尽早制定公平、合理、稳健而公正的财政收入法案。这些法案既要为公共用途提供充足收入,也要切实惠及全国各地区和人民从事的各项事业。
To this policy we are all, of whatever party, firmly bound by the voice of the people--a power vastly more potential than the expression of any political platform. The paramount duty of Congress is to stop deficiencies by the restoration of that protective legislation which has always been the firmest prop of the Treasury. 无论属于哪个党派,我们都受到人民意志的坚定约束;人民的力量远胜于任何政纲的宣示。国会最重要的职责,是恢复一向作为财政部最坚固支柱的保护性立法,从而制止财政赤字。
The passage of such a law or laws would strengthen the credit of the Government both at home and abroad, and go far toward stopping the drain upon the gold reserve held for the redemption of our currency, which has been heavy and well-nigh constant for several years. 通过这样一项或多项法律,将增强政府在国内外的信用,并大大有助于遏制黄金储备的流失。多年来,为兑付我国货币而持有的黄金储备一直承受着沉重而几乎不间断的消耗。
In the revision of the tariff especial attention should be given to the re-enactment and extension of the reciprocity principle of the law of 1890, under which so great a stimulus was given to our foreign trade in new and advantageous markets for our surplus agricultural and manufactured products. 修订关税时,应特别重视重新制定并扩大一八九〇年法律中的互惠原则。该原则曾为我国剩余农产品和工业制成品开辟新的有利市场,极大促进了对外贸易。
The brief trial given this legislation amply justifies a further experiment and additional discretionary power in the making of commercial treaties, the end in view always to be the opening up of new markets for the products of our country, by granting concessions to the products of other lands that we need and cannot produce ourselves, and which do not involve any loss of labor to our own people, but tend to increase their employment. 这项立法虽只经过短期试行,却已充分证明值得进一步尝试,并应在缔结商业条约时赋予更多酌情权。我们的目标始终是为本国产品开辟新市场;为此,可以对其他国家那些我们需要却无法自行生产的产品给予优惠,但这种优惠不能损害本国劳动者的就业,反而应有助于增加就业。
The depression of the past four years has fallen with especial severity upon the great body of toilers of the country, and upon none more than the holders of small farms. Agriculture has languished and labor suffered. The revival of manufacturing will be a relief to both. 过去四年的萧条给广大劳动者造成了格外沉重的打击,其中小农场主受到的伤害尤其严重。农业衰退,劳动者受苦;制造业复苏将同时为两者带来纾解。
No portion of our population is more devoted to the institution of free government nor more loyal in their support, while none bears more cheerfully or fully its proper share in the maintenance of the Government or is better entitled to its wise and liberal care and protection. Legislation helpful to producers is beneficial to all. 在我国各类人群中,没有谁比他们更拥护自由政府制度,也没有谁对这一制度更加忠诚;没有谁更欣然、更充分地承担维持政府所应负的份额,也没有谁更有资格得到政府明智而宽厚的关怀与保护。有利于生产者的立法,最终会使所有人受益。
The depressed condition of industry on the farm and in the mine and factory has lessened the ability of the people to meet the demands upon them, and they rightfully expect that not only a system of revenue shall be established that will secure the largest income with the least burden, but that every means will be taken to decrease, rather than increase, our public expenditures. Business conditions are not the most promising. It will take time to restore the prosperity of former years. 农场、矿山和工厂的产业萧条,削弱了人民承担各种负担的能力。他们有理由期待政府不仅建立一套以最小负担取得最大收入的制度,还要采取一切办法削减而不是增加公共支出。当前的商业形势并不乐观,恢复往年的繁荣需要时间。
If we cannot promptly attain it, we can resolutely turn our faces in that direction and aid its return by friendly legislation. However troublesome the situation may appear, Congress will not, I am sure, be found lacking in disposition or ability to relieve it as far as legislation can do so. 如果我们不能迅速恢复繁荣,至少可以坚定地朝这个方向前进,并通过有利的立法帮助繁荣回归。无论局势看起来多么棘手,我相信,凡是立法能够缓解的问题,国会都不会缺少采取行动的意愿或能力。
The restoration of confidence and the revival of business, which men of all parties so much desire, depend more largely upon the prompt, energetic, and intelligent action of Congress than upon any other single agency affecting the situation. 各党派人士都热切期盼恢复信心、振兴商业;而能否实现这一愿望,与其他任何单一因素相比,更取决于国会能否迅速、有力而明智地采取行动。
It is inspiring, too, to remember that no great emergency in the one hundred and eight years of our eventful national life has ever arisen that has not been met with wisdom and courage by the American people, with fidelity to their best interests and highest destiny, and to the honor of the American name. These years of glorious history have exalted mankind and advanced the cause of freedom throughout the world, and immeasurably strengthened the precious free institutions which we enjoy. 同样令人振奋的是,在我国一百零八年波澜壮阔的历史中,每当重大危机出现,美国人民总能以智慧和勇气应对,忠于自身的最高利益、崇高使命以及美国的荣誉。这段光荣历史提升了人类的境界,推动了全世界的自由事业,也极大巩固了我们珍视的自由制度。
The people love and will sustain these institutions. The great essential to our happiness and prosperity is that we adhere to the principles upon which the Government was established and insist upon their faithful observance. Equality of rights must prevail, and our laws be always and everywhere respected and obeyed. 人民热爱并将维护这些制度。我们获得幸福与繁荣的首要条件,是坚持政府赖以建立的原则,并要求这些原则得到忠实遵守。权利平等必须得到维护,我们的法律必须始终、处处受到尊重和遵守。
We may have failed in the discharge of our full duty as citizens of the great Republic, but it is consoling and encouraging to realize that free speech, a free press, free thought, free schools, the free and unmolested right of religious liberty and worship, and free and fair elections are dearer and more universally enjoyed to-day than ever before. These guaranties must be sacredly preserved and wisely strengthened. The constituted authorities must be cheerfully and vigorously upheld. 作为这个伟大共和国的公民,我们或许尚未完全履行自己的责任;但令人欣慰和鼓舞的是,言论自由、出版自由、思想自由、免费教育、不受干扰的宗教信仰与礼拜自由,以及自由公正的选举,如今比以往任何时候都更受珍视,也为更多人享有。这些保障必须受到神圣维护和明智加强,依法设立的各级权力机关也必须得到积极而有力的支持。
Lynchings must not be tolerated in a great and civilized country like the United States; courts, not mobs, must execute the penalties of the law. The preservation of public order, the right of discussion, the integrity of courts, and the orderly administration of justice must continue forever the rock of safety upon which our Government securely rests. 在美国这样伟大而文明的国家,私刑绝不能得到容忍;执行法律惩罚的应当是法院,而不是暴民。公共秩序的维护、讨论的权利、法院的公正以及司法的有序施行,必须永远成为我国政府安稳立足的坚固基石。
One of the lessons taught by the late election, which all can rejoice in, is that the citizens of the United States are both law-respecting and law-abiding people, not easily swerved from the path of patriotism and honor. This is in entire accord with the genius of our institutions, and but emphasizes the advantages of inculcating even a greater love for law and order in the future. 最近一次选举给我们带来一项人人都可欣慰的启示:美国公民既尊重法律,也遵守法律,不会轻易偏离爱国与荣誉的道路。这与我国制度的精神完全一致,也进一步说明,今后培养人们更加热爱法律与秩序具有重要意义。
Immunity should be granted to none who violate the laws, whether individuals, corporations, or communities; and as the Constitution imposes upon the President the duty of both its own execution, and of the statutes enacted in pursuance of its provisions, I shall endeavor carefully to carry them into effect. 任何违法者,无论是个人、公司还是团体,都不应享有豁免。宪法要求总统既负责执行宪法本身,也负责执行依据宪法制定的各项法律;我将尽心竭力,使它们得到切实贯彻。

Our naturalization and immigration laws should be further improved to the constant promotion of a safer, a better, and a higher citizenship. Nor must we be unmindful of the need of improvement among our own citizens, but with the zeal of our forefathers encourage the spread of knowledge and free education. Illiteracy must be banished from the land if we shall attain that high destiny as the foremost of the enlightened nations of the world which, under Providence, we ought to achieve. 我们也不能忽视提升本国公民素质的需要,而应以先辈的热忱推动知识传播和免费教育。要实现上天赋予我们的崇高使命,跻身世界开明国家前列,文盲就必须从这片土地上消失。
Reforms in the civil service must go on; but the changes should be real and genuine, not perfunctory, or prompted by a zeal in behalf of any party simply because it happens to be in power. The purpose in view was to secure the most efficient service of the best men who would accept appointment under the Government, retaining faithful and devoted public servants in office, but shielding none, under the authority of any rule or custom, who are inefficient, incompetent, or unworthy. Congress should give prompt attention to the restoration of our American merchant marine, once the pride of the seas in all the great ocean highways of commerce. To my mind, few more important subjects so imperatively demand its intelligent consideration. The United States has progressed with marvelous rapidity in every field of enterprise and endeavor until we have become foremost in nearly all the great lines of inland trade, commerce, and industry. 国会应迅速关注美国商船队的复兴;它曾经是各条重要海洋商路上的骄傲。在我看来,很少有其他重大议题如此迫切需要国会进行明智审议。美国在各项事业和努力中都以惊人的速度进步,如今几乎已在所有主要的国内贸易、商业和工业领域跻身前列。
Yet, while this is true, our American merchant marine has been steadily declining until it is now lower, both in the percentage of tonnage and the number of vessels employed, than it was prior to the Civil War. Commendable progress has been made of late years in the upbuilding of the American Navy, but we must supplement these efforts by providing as a proper consort for it a merchant marine amply sufficient for our own carrying trade to foreign countries. 然而,美国商船队却一直衰退;无论按吨位占比还是所用船只数量计算,如今都低于南北战争以前的水平。近年来,美国海军建设取得了可喜进展,但我们必须为之配备一支适当的伙伴,也就是规模足以承担本国对外运输贸易的商船队,以补充这些努力。

It has been the policy of the United States since the foundation of the Government to cultivate relations of peace and amity with all the nations of the world, and this accords with my conception of our duty now. We have cherished the policy of non-interference with affairs of foreign governments wisely inaugurated by Washington, keeping ourselves free from entanglement, either as allies or foes, content to leave undisturbed with them the settlement of their own domestic concerns. 美国自政府建立以来,一贯奉行与世界各国发展和平友好关系的政策;这也符合我对我们当前职责的理解。我们珍视华盛顿明智开创的不干涉外国事务政策,使自己免受纠葛,既不以盟友也不以敌人的身份卷入其中,并让各国自行处理本国事务而不受我们的干扰。
It will be our aim to pursue a firm and dignified foreign policy, which shall be just, impartial, ever watchful of our national honor, and always insisting upon the enforcement of the lawful rights of American citizens everywhere. Our diplomacy should seek nothing more and accept nothing less than is due us. War should never be entered upon until every agency of peace has failed; peace is preferable to war in almost every contingency. Arbitration is the true method of settlement of international as well as local or individual differences. 只有在一切和平手段均告失败后,才可诉诸战争;几乎在任何情形下,和平都胜于战争。无论国际争端还是地方或个人之间的分歧,仲裁才是真正的解决办法。

The importance and moral influence of the ratification of such a treaty can hardly be overestimated in the cause of advancing civilization. It has been the uniform practice of each President to avoid, as far as possible, the convening of Congress in extraordinary session. It is an example which, under ordinary circumstances and in the absence of a public necessity, is to be commended. It has always seemed to me that the postponement of the meeting of Congress until more than a year after it has been chosen deprived Congress too often of the inspiration of the popular will and the country of the corresponding benefits.
