Elected by the American people to the highest office known to our laws, I appear here to take the oath prescribed by the Constitution, and, in compliance with a time-honored custom, to address those who are now assembled. 美国人民选举我担任我国法律所规定的最高职务。今天,我来到这里依照宪法宣誓,并遵循由来已久的惯例,向此刻聚集于此的人们发表讲话。

The confidence and respect shown by my countrymen in calling me to be the Chief Magistrate of a Republic holding a high rank among the nations of the earth have inspired me with feelings of the most profound gratitude; but when I reflect that the acceptance of the office which their partiality has bestowed imposes the discharge of the most arduous duties and involves the weightiest obligations, I am conscious that the position which I have been called to fill, though sufficient to satisfy the loftiest ambition, is surrounded by fearful responsibilities. 同胞们召唤我担任这个在世界各国中地位崇高的共和国的最高行政长官,由此表达的信任与尊重,使我心怀最深切的感激;然而,当我想到接受他们厚爱所授予的职务,意味着必须履行最艰巨的职责、承担最沉重的义务时,我清楚地意识到,自己受命担任的职位虽然足以满足最远大的抱负,却也被令人敬畏的责任所包围。

Happily, however, in the performance of my new duties I shall not be without able cooperation. The legislative and judicial branches of the Government present prominent examples of distinguished civil attainments and matured experience, and it shall be my endeavor to call to my assistance in the Executive Departments individuals whose talents, integrity, and purity of character will furnish ample guaranties for the faithful and honorable performance of the trusts to be committed to their charge. 幸而,在履行新职责时,我不会缺少有力的协助。政府的立法和司法部门汇集了许多具有卓越治国才干和丰富经验的人士;我也将努力在行政各部门延揽人才,使他们的才能、正直和纯洁品格,充分保证其忠实而体面地履行受托职责。

In the discharge of these duties my guide will be the Constitution, which I this day swear to "preserve, protect, and defend." To command the Army and Navy of the United States; with the advice and consent of the Senate, to make treaties and to appoint ambassadors and other officers; to give to Congress information of the state of the Union and recommend such measures as he shall judge to be necessary; and to take care that the laws shall be faithfully executed--these are the most important functions intrusted to the President by the Constitution, and it may be expected that I shall briefly indicate the principles which will control me in their execution. 统率合众国陆军与海军;经参议院建议并同意后缔结条约、任命大使及其他官员;向国会报告联邦状况,并建议总统认为必要的措施;确保法律得到忠实执行——这些是宪法交付总统的最重要职能,因此,人们可以期待我简要说明履行这些职能时将遵循的原则。

The appointing power vested in the President imposes delicate and onerous duties. I shall look with confidence to the enlightened patriotism of that body to adopt such measures of conciliation as may harmonize conflicting interests and tend to perpetuate that Union which should be the paramount object of our hopes and affections.
