What a happy conception, then, was it for Congress to apply this simple rule, that the will of the majority shall govern, to the settlement of the question of domestic slavery in the Territories. Congress is neither "to legislate slavery into any Territory or State nor to exclude it therefrom, but to leave the people thereof perfectly free to form and regulate their domestic institutions in their own way, subject only to the Constitution of the United States." 因此,国会把“多数人的意志应当居于主导”这一简单原则用于解决领地内的奴隶制度问题,是何等明智的构想。国会既不应“以立法方式把奴隶制度强加给任何领地或州,也不应把它从那里排除,而应让当地人民在仅受合众国宪法约束的前提下,完全自由地以自己的方式建立和规范本地制度”。
As a natural consequence, Congress has also prescribed that when the Territory of Kansas shall be admitted as a State it "shall be received into the Union with or without slavery, as their constitution may prescribe at the time of their admission." 顺理成章的是,国会还规定,堪萨斯领地获准建州时,“应当按照其获准加入时本州宪法的规定,以实行或不实行奴隶制度的状态接纳进联邦”。
A difference of opinion has arisen in regard to the point of time when the people of a Territory shall decide this question for themselves. 对于领地人民应在何时自行决定这一问题,人们产生了意见分歧。
This is, happily, a matter of but little practical importance. But be this as it may, it is the imperative and indispensable duty of the Government of the United States to secure to every resident inhabitant the free and independent expression of his opinion by his vote. The whole Territorial question being thus settled upon the principle of popular sovereignty--a principle as ancient as free government itself--everything of a practical nature has been decided. Throughout the whole progress of this agitation, which has scarcely known any intermission for more than twenty years, whilst it has been productive of no positive good to any human being it has been the prolific source of great evils to the master, to the slave, and to the whole country. It has alienated and estranged the people of the sister States from each other, and has even seriously endangered the very existence of the Union. Under our system there is a remedy for all mere political evils in the sound sense and sober judgment of the people. Time is a great corrective. But this question of domestic slavery is of far graver importance than any mere political question, because should the agitation continue it may eventually endanger the personal safety of a large portion of our countrymen where the institution exists. It is an evil omen of the times that men have undertaken to calculate the mere material value of the Union. Reasoned estimates have been presented of the pecuniary profits and local advantages which would result to different States and sections from its dissolution and of the comparative injuries which such an event would inflict on other States and sections. 有人开始计算联邦单纯的物质价值,这是这个时代的不祥征兆。人们提出了看似有理有据的估算,计算联邦解体会给不同州和地区带来多少金钱收益与地方利益,又会给其他州和地区造成多大相对损害。
Even descending to this low and narrow view of the mighty question, all such calculations are at fault. The bare reference to a single consideration will be conclusive on this point. This trade is conducted on railroads and canals, on noble rivers and arms of the sea, which bind together the North and the South, the East and the West, of our Confederacy. But such considerations, important as they are in themselves, sink into insignificance when we reflect on the terrific evils which would result from disunion to every portion of the Confederacy--to the North, not more than to the South, to the East not more than to the West. 然而,这些考虑本身虽很重要,但一想到联邦解体将给联邦每一个地区带来的可怕灾难——北方不亚于南方,东方不亚于西方——便显得微不足道。

Next in importance to the maintenance of the Constitution and the Union is the duty of preserving the Government free from the taint or even the suspicion of corruption. Public virtue is the vital spirit of republics, and history proves that when this has decayed and the love of money has usurped its place, although the forms of free government may remain for a season, the substance has departed forever. 仅次于维护宪法和联邦的重要职责,是使政府免受腐败的玷污,甚至不受腐败嫌疑的侵扰。公共德行是共和国的生命精神;历史证明,当这种德行衰败,贪财之心取而代之时,自由政府的形式即使还能维持一时,其实质也已永远消失。
Our present financial condition is without a parallel in history. No nation has ever before been embarrassed from too large a surplus in its treasury. This almost necessarily gives birth to extravagant legislation. It produces wild schemes of expenditure and begets a race of speculators and jobbers, whose ingenuity is exerted in contriving and promoting expedients to obtain public money. The purity of official agents, whether rightfully or wrongfully, is suspected, and the character of the government suffers in the estimation of the people. This is in itself a very great evil. 我们目前的财政状况在历史上前所未有。过去从未有一个国家因国库盈余过多而陷入困境。这几乎必然催生铺张浪费的立法,产生种种不切实际的开支方案,并滋养一批投机者和承揽牟利者;他们挖空心思设计和推动攫取公款的办法。无论怀疑是否公允,公职人员的廉洁都会受到质疑,政府在人民心目中的声誉也会受损。这本身就是极大的祸害。
The natural mode of relief from this embarrassment is to appropriate the surplus in the Treasury to great national objects for which a clear warrant can be found in the Constitution. Among these I might mention the extinguishment of the public debt, a reasonable increase of the Navy, which is at present inadequate to the protection of our vast tonnage afloat, now greater than that of any other nation, as well as to the defense of our extended seacoast. 摆脱这一困境的自然办法,是把国库盈余用于宪法有明确依据的重大国家事业。其中可以包括清偿国债,以及适度扩充海军;我国现有海军不足以保护海上总吨位已超过任何其他国家的庞大船队,也不足以防卫绵长的海岸线。
It is beyond all question the true principle that no more revenue ought to be collected from the people than the amount necessary to defray the expenses of a wise, economical, and efficient administration of the Government. To reach this point it was necessary to resort to a modification of the tariff, and this has, I trust, been accomplished in such a manner as to do as little injury as may have been practicable to our domestic manufactures, especially those necessary for the defense of the country. 毫无疑问,真正正确的原则是:向人民征收的税收,不应超过一个明智、节俭而高效的政府维持运作所需的金额。为了达到这一点,必须调整关税;我相信,这项调整已经尽可能减少了对国内制造业的损害,尤其是对国防所必需的制造业的损害。

But the squandering of the public money sinks into comparative insignificance as a temptation to corruption when compared with the squandering of the public lands. 然而,与挥霍公共土地相比,浪费公款作为腐败诱因就显得相对微不足道。
No nation in the tide of time has ever been blessed with so rich and noble an inheritance as we enjoy in the public lands. In administering this important trust, whilst it may be wise to grant portions of them for the improvement of the remainder, yet we should never forget that it is our cardinal policy to reserve these lands, as much as may be, for actual settlers, and this at moderate prices. 纵观历史,从未有哪个国家像我们一样,在公共土地方面得到如此富饶而珍贵的遗产。在管理这项重要托付时,拿出部分土地以改良其余土地或许是明智之举,但我们绝不能忘记,我们的根本政策是尽可能以适中的价格把这些土地留给真正的定居者。
We shall thus not only best promote the prosperity of the new States and Territories, by furnishing them a hardy and independent race of honest and industrious citizens, but shall secure homes for our children and our children's children, as well as for those exiles from foreign shores who may seek in this country to improve their condition and to enjoy the blessings of civil and religious liberty. 这样做不仅能为新州和领地提供一批坚韧独立、诚实勤劳的公民,从而最有效地促进当地繁荣;还能为我们的子孙后代提供家园,并让那些从异国流亡而来、希望在这里改善处境并享有公民自由和宗教自由的人获得安身之所。
Such emigrants have done much to promote the growth and prosperity of the country. They have proved faithful both in peace and in war. After becoming citizens they are entitled, under the Constitution and laws, to be placed on a perfect equality with native-born citizens, and in this character they should ever be kindly recognized. 这些移民为国家的成长与繁荣作出了巨大贡献,无论在和平时期还是战争时期都证明了自己的忠诚。他们成为公民以后,根据宪法和法律,有权同本土出生的公民享有完全平等的地位,并应始终以这一身份得到友善对待。
The Federal Constitution is a grant from the States to Congress of certain specific powers, and the question whether this grant should be liberally or strictly construed has more or less divided political parties from the beginning. 联邦宪法是各州向国会授予若干明确权力的文件;从一开始,对这种授权应作宽泛解释还是严格解释,就或多或少使各政党产生分歧。
Without entering into the argument, I desire to state at the commencement of my Administration that long experience and observation have convinced me that a strict construction of the powers of the Government is the only true, as well as the only safe, theory of the Constitution. Whenever in our past history doubtful powers have been exercised by Congress, these have never failed to produce injurious and unhappy consequences. Neither is it necessary for the public service to strain the language of the Constitution, because all the great and useful powers required for a successful administration of the Government, both in peace and in war, have been granted, either in express terms or by the plainest implication. 公共事务也没有必要曲解宪法文字,因为成功治理政府在和平与战争时期所需的一切重大而有益的权力,都已由宪法明文授予,或通过最清楚不过的含义默示授予。

Under the Constitution Congress has power "to declare war," "to raise and support armies," "to provide and maintain a navy," and to call forth the militia to "repel invasions." 根据宪法,国会有权“宣战”“招募并供养陆军”“建立并维持海军”,也有权征召民兵“击退入侵”。
Thus endowed, in an ample manner, with the war-making power, the corresponding duty is required that "the United States shall protect each of them [the States] against invasion." 宪法既以充分方式授予战争权,也相应规定了义务,即“合众国应保护各州免遭入侵”。
Now, how is it possible to afford this protection to California and our Pacific possessions except by means of a military road through the Territories of the United States, over which men and munitions of war may be speedily transported from the Atlantic States to meet and to repel the invader? 那么,如果不修建一条穿越合众国领地的军用道路,使人员和军火能够从大西洋沿岸各州迅速运往西部迎击并击退侵略者,我们又怎能保护加利福尼亚和太平洋沿岸的领地?
In the event of a war with a naval power much stronger than our own we should then have no other available access to the Pacific Coast, because such a power would instantly close the route across the isthmus of Central America. It is impossible to conceive that whilst the Constitution has expressly required Congress to defend all the States it should yet deny to them, by any fair construction, the only possible means by which one of these States can be defended. 一旦同一个海军力量远胜于我们的国家交战,我们将再无其他通往太平洋沿岸的可用通道,因为对方会立即封锁横越中美洲地峡的路线。宪法既已明确要求国会保卫所有州,就不可能同时在任何合理解释下剥夺保卫其中一州的唯一可行手段。

It might also be wise to consider whether the love for the Union which now animates our fellow-citizens on the Pacific Coast may not be impaired by our neglect or refusal to provide for them, in their remote and isolated condition, the only means by which the power of the States on this side of the Rocky Mountains can reach them in sufficient time to "protect" them "against invasion." 我们或许还应当考虑:太平洋沿岸的同胞如今怀有对联邦的热爱,但他们地处偏远而孤立;如果我们忽视或拒绝为他们提供唯一的通道,使落基山脉以东各州的力量能够及时抵达并“保护”他们“免遭入侵”,这种热爱是否会受到损害。
I forbear for the present from expressing an opinion as to the wisest and most economical mode in which the Government can lend its aid in accomplishing this great and necessary work. I believe that many of the difficulties in the way, which now appear formidable, will in a great degree vanish as soon as the nearest and best route shall have been satisfactorily ascertained. 至于政府应以何种最明智、最节省的方式协助完成这项重大而必要的工程,我目前暂不发表意见。我相信,一旦以令人满意的方式确定最近且最佳的路线,眼下看似棘手的许多困难将在很大程度上自行消失。
It may be proper that on this occasion I should make some brief remarks in regard to our rights and duties as a member of the great family of nations. In our intercourse with them there are some plain principles, approved by our own experience, from which we should never depart. 在这个场合,我或许应该简要谈谈我国作为世界国家大家庭一员所享有的权利和承担的义务。在同各国交往时,有一些经过我们自身经验验证的明确原则,我们绝不应背离。
We ought to cultivate peace, commerce, and friendship with all nations, and this not merely as the best means of promoting our own material interests, but in a spirit of Christian benevolence toward our fellow-men, wherever their lot may be cast. We ought to cherish a sacred regard for the independence of all nations, and never attempt to interfere in the domestic concerns of any unless this shall be imperatively required by the great law of self-preservation. To avoid entangling alliances has been a maxim of our policy ever since the days of Washington, and its wisdom's no one will attempt to dispute. 我们应当神圣地尊重所有国家的独立,绝不企图干涉任何国家的内部事务,除非自我保存这一最高法则迫使我们这样做。自华盛顿时代以来,避免卷入纠缠不清的同盟一直是我国的政策准则,没有人会否认其中的智慧。

It is our glory that whilst other nations have extended their dominions by the sword we have never acquired any territory except by fair purchase or, as in the case of Texas, by the voluntary determination of a brave, kindred, and independent people to blend their destinies with our own. Unwilling to take advantage of the fortune of war against a sister republic, we purchased these possessions under the treaty of peace for a sum which was considered at the time a fair equivalent. Acting on this principle, no nation will have a right to interfere or to complain if in the progress of events we shall still further extend our possessions.
